The PRBP fosters coordination among local authorities, regional bodies, and community stakeholders to enhance information sharing and exchanges, mitigate conflicts, and support sustainable development in targeted IGAD borderlands. By recognizing that borders in the Horn of Africa rarely align with social, ethnic and linguistic boundaries, the programme strengthens existing cross-border ties that are often stronger than connections within the same nation-state. Through establishment of multi-tier governance structures and coordination mechanisms, PRBP creates platforms where communities separated by political boundaries can work together on shared challenges.
The programme operates across three key IGAD cross-border clusters spanning Ethiopia, Kenya, Somalia, South Sudan, and Uganda, bringing together diverse stakeholders to address transboundary issues collectively. By leveraging existing cultural, linguistic, and ethnic ties, PRBP builds bridges for transformative change and development. The collaborative approach ensures that cross-border resource management, early warning systems, and development initiatives are coordinated and sustainable, creating lasting partnerships that transcend national boundaries and foster regional integration for the benefit of all borderland communities.
